This digital copy of a flier in Spanish was circulated on behalf of the U.S. president at the time, Jimmy Carter. The Mariel Boatlift was a significant event that helped shape Florida's demographic landscape and immigration policies as many refugees arrived mainly from Cuba, and Haiti, it was also named after the coastal Cuban city, Mariel. Jimmy Carter's “open arms” policy was in response to the influx of refugees and provided open arms to those who were seeking freedom from Communism. In 1980, the Mariel Boatlift ended in a mutual agreement between Cuba and the United States, by 1986 all Cuban and Haitian immigrants would be eligible for permanent residency in the United States.

Accompanying flyer translation: "To the Cuban refugees: This great nation is offering you the opportunity of a new life, ample and full liberty, security and the guarantee of a peaceful orderly life, and is also offering you the opportunity of a rebirth and consideration as a person. With all inalienable human rights before God and the people."

"President Jimmy Carter has opened the arms of our nation, respect the laws and obey the authorities. Patience, Faith (Trust, believe) and optimism, with the help of God and your personal sacrifices you will obtain in the United States the liberty and prosperity that you yearn for. Other Cuban refugees who preceded you have already reached those goals, establishing indestructible friendship bonds with the United States and her people."
