Ballot Measure 13 (1994) sought to restrict gay rights in Oregon concerning spousal benefits, access to information, and public education. The measure was backed by the Oregon Citizen's Alliance, which sponsored a number of statewide anti-gay measures from 1988–2000. Ballot Measure 13 failed by a 3.1% margin.
