This is Flipper's Guitar second album released in 1990.  There are many fashionable works that incorporate the essence of Europe with colorful colors. These were created by art director Mitsuo Shindo, and it influenced the visual world of Shibuya-kei, a musical genre that emerged from Japan in the 90s.
