This is a commemorative  stamp of the University of the Ryukyu, which was established in May 1950. When the university was established, the main school building was built on the exact spot where Shuri castle main building stood. At the time of issuance, it was worth 3B yen. B yen is a military note issued by the US military that was circulated as currency in Okinawa under US military occupation. At that time, 1B yen was worth 100sen.
