Dengeki Dreamcast was part of a series of magazines published by MediaWorks that covered Sega games and consoles in the 1990s.
The cover of this volume makes use of bright colors, diagonal lines, and several different fonts, as well as (seemingly) a photo for the background. The bright colors make it catch your eye, and the varied fonts and diagonals bring your eyes around the page, almost frenzy-like. Trying to appeal to children, this cover is very energetic.
There are several designers listed for this issue, but it is unclear who specifically designed this cover, and who worked on the inside of the magazine.
