This is an animated gif of a walking cycle of a person made up of code. As an early internet gif hosted on a GeoCities webpage, it is lost to time. While some of the early gifs had a purpose, this one is an example of the more nonsensical ones. Still, the designer of the webpage decided to use this element to create a sense of self expression in the new digital age.
