It is the cover art for Magic of Love of Perfume, Japanese techno-pop unit.

塩野大地/ 塩野ダイ (Shiono Daichi/ Shiono Dai) is a Japanese art director and graphic designer. After he leaves OOO (triple-O), creative production, he individually started working on cover art and official merch for many artists.
