Minoru Hirata documented the most well-known performance work of the Japanese artistic collective Hi-Red Center (ハイレッド・センター, Haireddo Sentā), titled 'Be Clean! and Campaign to Promote Cleanliness and Order in the Metropolitan Area'.

This performance work criticized and satirised the Japanese government's  'urban cleanliness' campaigns,  aimed at showcasing Tokyo as economically advanced post-war and declared to the world that Tokyo was 'clean'.

Minoru Hirata believes that his close relationship with artists allows him to record more personal details that are not easily revealed from an outsider's perspective, and to better focus on the relationship between art and society.
