Brian Hersch created Outburst in 1986 and released it through his Los Angeles-based gaming firm, Hersch and firm. Hersch said in an interview with The Game Inventor's Guidebook that the idea for the game occurred to him while listening to a historical radio program on the way to a dinner party. Parker Brothers later licensed Outburst, which is now a subsidiary of Hasbro. Mattel created it from 2004 until 2015, after which it was licensed back to Hasbro in 2016.
