Used on Windows 7 as the startup animation, it was designed by Rolf Ebeling, who was the Senior User Experience Lead for the User Experience Design and Research Team for Windows.
Ebeling started working on the animation in August of 2008, which was just 4 months into his career at Microsoft, but the animation was reportedly leaked online in December of 2008, causing speculation online for what the next version of Windows could be.
The animation is 105 frames long. In that short time however, it has still been seen by millions around the world who have used Windows 7.
